The so-called {unregistered national}
"Nationals without household registration " recognized by Taiwan's immigration laws and regulations include:
Nationals residing abroad who have not had a household registration in Taiwan; and
Nationals who have acquired and restored the nationality of the Republic of China, but have not yet registered in Taiwan.
Those who belong to the nationality of the Republic of China include:
At birth, the father or mother was a national of the Republic of China.
Born after the death of the father or mother, the father or mother is a national of the Republic of China at the time of death.
Those who were born in the territory of the Republic of China, whose parents have no testable, or are stateless.
Naturalized.

How to come to Taiwan for nationals without registered permanent residence

You can live in Taiwan for a short period of time, and the duration of stay is 3 months; if necessary, it can be extended once, and it will be limited to 6 months from the day after entering the country.
However, under special circumstances, an application may be made to the competent authority to extend the duration and number of stays .
Hong Kong and Macao residents come to Taiwan to stay and settle
Nationals of the following identities without household registration, if they meet the relevant regulations, can directly apply for [settlement].
After obtaining the residence permit for certain specific reasons, such as staying in Taiwan for a certain period of time* and meeting other relevant conditions, you can apply for [Settlement].
If approved by the competent authority, you can apply for registration in Taiwan, and then obtain the Republic of China national identity card and become a national of the Republic of China with household registration in Taiwan.
* Note: Some nationals without household registration who meet certain conditions may not be restricted by continuous residence or stay for a certain period of time, and directly apply for settlement.
Nationals of the following identities without household registration, if they meet the relevant regulations, can directly apply for [settlement].
If approved by the competent authority, you can apply for registration in Taiwan, and then obtain the Republic of China national identity card and become a national of the Republic of China with household registration in Taiwan.

Not all nationals without household registration who hold a residence permit in Taiwan can apply for settlement in the future.
First of all, the applicant must obtain a residence permit that complies with the "Residence Reasons for Application for Settlement in the Future",
Afterwards, you must hold a permit to stay in Taiwan for a certain period of time * and meet all relevant application conditions before you can apply for settlement and then obtain Taiwanese citizenship.
* Note: Some nationals without registered permanent residence who meet certain conditions may apply for settlement directly without the restriction of continuous residence or a certain period of residence.
